大家下午好！今年是习近平主席提出全球发展倡议5周年，中方同联合国机构共同举办此次高级别会议，具有重要和特殊意义。我很高兴同大家重温共促全球发展的初心，探讨加快可持续发展的良策。

Good afternoon. This year, the Global Development Initiative (GDI) launched by President Xi Jinping turns five. This high-level meeting, jointly organized by China and U.N. agencies, is thus of special significance. I am delighted to join you to renew our commitment to global development and explore ways to speed up the transition to sustainable development.

5年前，面对全球发展事业何去何从的时代之问，习近平主席在第76届联大一般性辩论上郑重提出全球发展倡议，为重振全球发展事业提供了中国方案、作出了中国贡献。短短5年，倡议已经从中国主张转化为国际共识，从目标对接拓展到丰富实践，赢得国际社会广泛赞誉和积极参与。

Five years ago, addressing the topical question of where the global development cause is headed, President Xi Jinping put forward the GDI at the General Debate of the 76th Session of the U.N. General Assembly. The GDI provided China’s insight and contribution to reinvigorating global development. In just five years, it has turned from a Chinese proposal into a global consensus, and from a statement of goals into concrete actions in support of the SDGs, winning wide appreciation and drawing active participation from the international community.

5年来，倡议的理念引领效应持续释放。习近平主席亲自主持召开全球发展高层对话会，中方连续4年在联大期间举办全球发展倡议高级别会议，创办全球共享发展行动论坛，加强政策对话和理念交流。目前，130多个国家和国际组织支持倡议并参与合作，近100个国家、国际和地区组织同中方签署倡议合作文件，发展优先的共识深入人心，全球发展伙伴关系蔚然成势。

Five years on, the GDI has played a greater role in driving global development. President Xi Jinping presided over a High-Level Dialogue on Global Development. China has held high-level meetings on the GDI during four consecutive UNGA sessions, and launched the Forum on Global Action for Shared Development. These follow-up actions have enabled more policy dialogues and exchange of ideas. To date, more than 130 countries and international organizations have expressed support for the GDI and participated in its cooperation, and nearly 100 countries and international and regional organizations have signed GDI cooperation documents with China. The philosophy of putting development first has found wider support, and the global partnership for development has gained stronger momentum.

5年来，倡议各领域合作机制不断完善。“全球发展倡议之友小组”已扩员至88国，成为推进全球发展事业的重要力量。联合国倡议推进工作组吸引20多家发展机构积极参与。中方还发起建立30多个合作机制和平台，为全球南方国家提升自主发展能力提供了有力支撑。

Five years on, the GDI has developed better cooperation mechanisms. The Group of Friends of the GDI, now with 88 member countries, has become an important contributor to global development. The U.N. Task Force on Leveraging Partnerships Toward the Implementation of the 2030 Agenda has attracted the participation of more than 20 development agencies. To complement these efforts, China has launched more than 30 cooperation mechanisms and platforms, providing strong support for Global South countries to enhance their development capability.

5年来，倡议务实合作成果接连落地。在中国—联合国和平与发展基金、全球发展和南南合作基金等带动下，已累计动员230多亿美元资金，实施了1800多个“小而美”、“暖民心”的合作项目，培训各类人才超过20万名。从助力全球减贫的菌草，到同步共享数据的可持续发展卫星，再到帮助全球南方国家提升气象预警和防灾减灾能力的“妈祖”平台，倡议成果为120多个国家的人民带来实实在在的福祉。

Five years on, the GDI has delivered a steady stream of cooperation outcomes. Through the China-U.N. Peace and Development Fund, the Global Development and South-South Cooperation Fund, and other funding initiatives, more than US$23 billion have been mobilized, supporting the implementation of over 1,800 “small and beautiful” livelihood projects, and providing training for more than 200,000 people in different professions. From juncao that contributes to global poverty reduction, to the Sustainable Development Science Satellite 1 (SDGSAT-1) that enables synchronized data sharing, and to the MAZU platform that helps Global South countries with meteorological warning and disaster prevention and mitigation, the GDI has brought tangible benefits to ordinary people in more than 120 countries.

当前，国际形势变乱交织，2030年议程进展大幅滞后，南北发展鸿沟不断扩大，全球发展事业面临严峻挑战。在此背景下，全球发展倡议的时代意义更加凸显。我们要继续高举发展旗帜，坚定推进全球发展倡议与联合国发展议程对接，共同创造美好未来。

We are living through a period of transformation and turbulence. The implementation of the 2030 Agenda for Sustainable Development has seen serious delays, the North-South gap keeps widening, and the cause of global development faces grave challenges. All of this confirms the pressing relevance of the GDI. For the sake of our shared future, we should continue to underscore the imperative of development and align the GDI with the U.N. development agenda. More specifically:

第一，加强团结合作，营造和平发展环境。要坚定维护以联合国为核心的国际体系和以国际法为基础的国际秩序，努力营造总体稳定的国际环境，为全球发展合作创造有利条件。中方将一如既往支持联合国改革振兴，强化发展支柱，增进广大发展中国家福祉。

First, we should enhance solidarity and cooperation to foster a peaceful environment for development. We should uphold the international system centered around the U.N. and the international order based on international law, and make every effort to foster a generally stable international environment and favorable conditions for global development cooperation. China will continue to support the U.N. in its pursuit of reform, revitalization, and a stronger development pillar, so as to advance the interests of developing countries.

第二，凝聚行动合力，加快落实2030年议程。要始终将发展置于国际议程中心位置，持续加大资源投入。中方作为负责任的发展中大国，将继续向其他发展中国家提供更多资金、技术等发展资源，广泛深入开展双边、多边和三方合作，推动解决发展不平衡不充分问题。

Second, we should combine our efforts to accelerate progress toward the SDGs. We should put development firmly at the center of the international agenda, and make more resources available for global development. As a major and responsible developing country, China will continue to share more financial and technological resources with other developing countries, and undertake extensive bilateral, multilateral and trilateral cooperation to help tackle uneven and inadequate development across the globe.

第三，推进开放互鉴，壮大创新发展引擎。要倡导开放合作，努力消除南北数字鸿沟和智能鸿沟。两周前，中国同28个国家共同发起成立世界人工智能合作组织。这是中方响应全球南方呼声、积极推进人工智能发展和治理的重大举措。中方愿同各方深化创新合作，助力全球南方充分把握新机遇、妥善应对新挑战。

Third, we should champion openness and mutual learning to boost innovation as the engine for development. We should champion openness and cooperation in a strong push to eliminate the digital and AI divides between North and South. Two weeks ago, China, together with 28 other countries, initiated the World Artificial Intelligence Cooperation Organization (WAICO). This is a major move taken by China to answer the call of the Global South for promoting AI development and governance. China is ready to deepen collaboration on innovation with all parties to help the Global South effectively seize new opportunities and tackle new challenges.

第四，践行多边主义，完善全球治理体系。要深化经济金融体系改革，推动发展筹资合作，敦促发达国家切实履行发展筹资承诺。联合国将于2027年9月启动2030年后全球发展议程制定进程，我们要加强政策准备和沟通协调，确保新的发展议程更好反映全球南方的普遍需求。

Fourth, we should practice multilateralism to help improve the global governance system. We should deepen the reform of the global economic and financial architecture, promote cooperation on development financing, and urge developed countries to truly deliver on their development financing commitments. As the U.N. gets ready to craft the post-2030 agenda in September 2027, we should make policy preparations and better communicate and coordinate with one another to shape a new development agenda that better reflects the needs of the Global South.

大道不孤，天下一家。中国的发展离不开世界，世界的发展也离不开中国。今年是中国共产党成立105周年，也是中国“十五五”规划开局之年。今年上半年，中国经济增速达4.7%，在国际能源短缺、产供链严重受阻的多重冲击下，依然保持稳健发展，为不确定的世界提供了宝贵的确定性。面向未来，无论国际形势如何变化，我们将继续发挥负责任大国作用，将自身发展同各国共同发展紧密联系起来，做全球发展的促进者和贡献者，不断推进落实全球发展倡议，同世界各国共享发展机遇，推动构建人类命运共同体！

Ancient Chinese philosophy teaches that those pursuing the Great Way are never alone and the whole world is one family. A thriving world lifts China, and a prosperous China empowers the world. This year marks the 105th anniversary of the founding of the Communist Party of China, and the start of China’s 15th Five-Year Plan for economic and social development. In the first half of 2026, China recorded a 4.7 percent GDP growth, maintaining steady development despite shocks from a global energy crunch and severe disruptions to the global industrial and supply chains. The certainty China offers is a valuable asset in an uncertain world. Going forward, no matter how the international landscape may evolve, China will continue to honor its responsibilities as a major country, and align its growth with the common good of the world to promote and contribute to global development. We will steadily advance the implementation of the GDI and share development opportunities with all countries on the journey to build a community with a shared future for humanity.

Today, we meet to celebrate the 25th anniversary of the Shanghai Cooperation Organization. On behalf of the Chinese government, I would like to express sincere congratulations to the Secretary General as well as ambassadors and other diplomats from SCO countries, and also extend heartfelt appreciation to all those who have long supported the SCO.

25年前的今天，六个创始成员国元首高瞻远瞩，顺应和平、发展时代大势，着眼地区和睦与人民福祉，发起成立上合组织，掀开当代国际关系的崭新一页。

On this day 25 years ago, the heads of state of the six founding members came together to inaugurate the Shanghai Cooperation Organization, demonstrating great foresight, commitment to world peace and development, and dedication to regional harmony and the people’s well-being. The SCO’s founding opened a new chapter in contemporary international relations. 

25年来，成员国团结协作，超越意识形态、社会制度、发展道路差异，坚定支持彼此维护核心利益，共应挑战、共享机遇，世代友好、永不为敌。

– Over the past 25 years, SCO member states, while different in ideology, social system, and development path, have maintained solidarity and cooperation, firmly supporting one another in defending our respective core interests, tackling challenges and exploring opportunities, and nurturing a lasting friendship instead of hostility.

25年来，成员国担当道义，打击“三股势力”，抵御外部干涉，维护国际法治，倡导政治解决争端，推动国际秩序朝着更加公正合理方向发展。

– Over the past 25 years, SCO member states have fulfilled their moral responsibility, fighting terrorism, separatism, and extremism, fending off external interference, safeguarding international law, championing the political settlement of disputes, and shaping a more just and equitable international order.

25年来，成员国共谋发展，共建“一带一路”，对接发展战略，一系列互联互通互利合作带动地区经济，一大批“小而美”民生项目惠及各国人民。

– Over the past 25 years, SCO member states have pursued shared development through Belt and Road cooperation, building synergy between national development strategies, advancing mutually beneficial cooperation that boosts the regional economy through better connectivity, and carrying out a large number of “small and beautiful” programs that improved lives in many communities.

25年来，成员国互学互鉴，开展教育、文化、旅游、卫生、体育、媒体、地方合作，促进妇女、儿童、青年事业，便利民间往来，架起民心相通桥梁。

– Over the past 25 years, SCO member states have learned from one another through educational, cultural, tourism, health, sports, media, and subnational cooperation, advancing the development of women, children, and the youth, facilitating mutual travel, and forging stronger people-to-people ties.

25年来，上合组织培育出互信、互利、平等、协商、尊重多样文明、谋求共同发展的“上海精神”，探索出毗邻国家结伴而不结盟，共守安全稳定、共促发展繁荣的新型区域合作模式，建立起以相互尊重、公平正义、合作共赢为核心的新型国际关系。

– Over the past 25 years, the SCO has fostered the Shanghai Spirit of mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. It has evolved a new model for regional cooperation, in which neighboring countries embraced partnerships over alliances and worked together to safeguard security and stability and promote development and prosperity. And it has pioneered a new type of international relations featuring mutual respect, fairness, justice, and win-win cooperation.

当前，百年变局加速演进，国际形势变乱加剧。面对南北鸿沟、地缘冲突、文明隔阂、治理赤字，各国呼唤公平正义、渴望团结合作、向往和平稳定。

Transformations of a kind not seen in a century are sweeping across the globe, resulting in a fast-changing and turbulent international landscape. Faced with the North-South divide, geopolitical conflicts, civilizational estrangement, and gaps in global governance, all countries yearn for fairness and justice, solidarity and cooperation, and peace and stability.
 

习近平主席胸怀天下，提出四大全球倡议，倡导构建人类命运共同体，指明了时代方向，提供了中国方案。

To this end, President Xi Jinping has put forth the four global initiatives on development, security, civilization, and governance respectively, to support the vision of building a community with a shared future for humanity. They are China’s answers to the key challenges of our time.

上合组织作为当今世界举足轻重的稳定性、建设性、进步性力量，应当更好发挥作用，为促进世界和平、发展、合作、共赢担当尽责，作出表率。

The SCO is a stabilizing, constructive and positive force that carries significant weight. There is much it can do to promote world peace, development, cooperation, and mutual benefit. We can and must set an example for the world.

我们要弘扬“上海精神”。善作善成，让上合组织的合作越推越深，道路越走越宽，关系越理越顺，凝聚力、行动力、感召力持续提升。

– We should carry forward the Shanghai Spirit. Let us deepen our cooperation and make it more sustainable, straighten out various mechanisms, enhance the SCO’s cohesion, efficiency, and appeal, and get more things done.

我们要完善全球治理。践行真正的多边主义，坚持共商共建共享，维护联合国权威和作用，倡导平等有序的世界多极化、普惠包容的经济全球化。

– We should improve global governance. Let us practice true multilateralism under the principle of extensive consultation and joint contribution for shared benefit, uphold the authority and role of the United Nations, and champion an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.

我们要维护和平安宁。坚持共同、综合、合作、可持续安全观，推动中东和平稳定，帮助阿富汗重建发展，实现地区长治久安。

– We should safeguard peace and tranquility. Let us stay committed to the vision of common, comprehensive, cooperative, and sustainable security, promote peace and stability in the Middle East, help Afghanistan rebuild and develop, and secure lasting stability and better governance in our region.

我们要促进可持续发展。打造经贸投资、互联互通、科技创新、绿色产业、数字经济增长点，加快开发银行筹建，强化产业链、稳定供应链、提升价值链。

– We should advance sustainable development. Let us foster more growth drivers in trade, investment, connectivity, innovation, green economy, and digital economy, move faster in creating an SCO development bank, and strengthen industrial chains, stabilize supply chains, and upgrade value chains.

我们要增进睦邻友好合作。促进人文交流、推进文明对话，支持民间友好，共建和平、安宁、繁荣、美丽、友好的“五大家园”。

– We should enhance good-neighborliness and cooperation. Let us encourage more people-to-people exchanges, intercivilizational dialogue, and friendship between our people, and jointly foster a peaceful, secure, prosperous, beautiful, and amicable region.

Under the strategic guidance of President Xi Jinping and the leaders of other member states, last year’s Tianjin Summit charted the SCO’s course for the next decade, and ushered our Organization into a new phase of high-quality development that promises greater unity, coordination, dynamism, and effectiveness. I am confident that this year’s Bishkek Summit will build more consensus, catalyze robust actions, and rally regional countries to move together toward sustainable peace, development, and prosperity.

China has just launched its 15th Five-Year Plan for economic and social development. The next five years will see China pursue high-quality development, new quality productive forces, and high-standard opening up. SCO cooperation has always been a high priority in China’s neighborhood diplomacy. We are prepared to work with all member states to share development opportunities, realize mutually beneficial cooperation, and create a brighter future for our region.
