主席先生，各位同事：

Mr. President,

Dear Colleagues,

保护和促进人权是全人类的共同事业。当前，国际形势动荡加剧，危机冲突此起彼伏，全球人权治理赤字更加严重。本轮巴以冲突已造成近3万名平民丧生，近两百万人流离失所，令人痛惜。公正平等、切实有效地保护每个民族、每个人的人权，是国际社会的共同责任。

Protecting and promoting human rights is a common cause for all humanity. At the moment, the world is becoming more turbulent, crises and conflicts keep flaring up, and deficit in global human rights governance is widening. The ongoing Palestinian-Israeli conflict has cost the lives of nearly 30,000 civilians, and left close to two million people displaced. The situation is indeed saddening. It falls upon the entire international community to protect the human rights of all ethnic groups and all people in a fair, equal and effective way.

我们要坚持人民至上，把维护人民利益作为人权事业的出发点和落脚点，把人的生存权、发展权放到更加突出和紧迫的位置。

We must put people first. Safeguarding people’s interests must be the basis and goal of the human rights cause. People’s right to survival and development should be protected as a priority and pursued with a greater sense of urgency.

我们要坚持公道正义，反对打着人权幌子干涉别国内政、遏制别国发展，反对推行霸权主义、强权政治，搞双重标准。

We must uphold fairness and justice, stand against the attempts to use human rights as a pretext to interfere with other countries’ internal affairs or curb others’ development, oppose acts of hegemonism and power politics, and reject the practice of double standards.

我们要坚持开放包容，尊重世界文明多样性，尊重各国自主选择人权发展道路，不能将自己的价值观和发展模式强加于人，更不能搞“党同伐异”的小圈子。

We must stay open and inclusive, respect the diversity of world civilizations, and respect all countries’ right to independently choose their paths to human rights development. Countries should not impose their own values or development models on others, still less creating small blocs and aligning against those with different views.

我们要坚持合作共赢，倡导对话凝聚共识，交流增进互鉴，以安全守护人权、以发展促进人权、以合作推进人权，妥善处理好人工智能与人权等新问题。

We must pursue cooperation that benefits all. Consensus should be built through dialogue, and mutual learning enhanced through exchanges. Human rights must be protected and promoted by ensuring security, advancing development and enhancing cooperation. Emerging issues, such as the relationship between artificial intelligence and human rights, must be properly handled.

在此，我要强调的是，联合国人权机构应当公正客观开展工作，秉持非选择性和非政治化原则，同等重视经济社会文化权利、公民和政治权利等各类人权。多边人权机构应当成为各方建设性交流与合作的平台，而不是搞集团政治、阵营对抗的战场。

I would like to stress here that human rights bodies in the United Nations should carry out their work in a fair and objective manner, follow a non-selective and non-politicized approach, and place equal emphasis on all types of human rights, including economic, social and cultural rights, and civil and political rights. Multilateral human rights bodies should serve as platforms for constructive engagement and cooperation for all sides, rather than a battleground for group politics or bloc confrontation.

Mr. President,

中国共产党和中国政府始终把为中国人民谋幸福、为中华民族谋复兴作为矢志不渝的奋斗目标，推动中国人权事业实现跨越式发展，走出了一条顺应时代潮流、适合本国国情的人权发展道路。我们历史性解决了绝对贫困问题，14亿多中国人民整体步入全面小康社会；我们不断发展全过程人民民主，人民当家作主的权利得到更加充分的实现；我们建成世界上规模最大的教育体系、社会保障体系、医疗卫生体系，人民群众的获得感、幸福感、安全感不断增强。

The Communist Party of China and the Chinese government have all along endeavored to deliver a better life for the Chinese people and advance the rejuvenation of the Chinese nation. We have made substantive progress in advancing China’s human rights cause, and found a path to human rights development that is in line with the trend of the times and consistent with our national conditions. We have eradicated absolute poverty once and for all, bringing moderate prosperity in all respects to the 1.4 billion-plus Chinese people. We have made sustained efforts to advance whole-process people’s democracy, providing more robust guarantee for ensuring our people’s right to run the country. We have put in place the world’s largest education, social security and health care systems, giving our people a greater sense of accomplishment, happiness and security.

中国是拥有56个民族的国家，我们坚持各民族各群体平等共享人权，铸牢中华民族共同体意识，56个民族像石榴籽一样紧紧抱在一起。

China is home to 56 ethnic groups. People of different ethnicities and communities are equal in enjoying human rights. With a strong sense of community for the Chinese nation, the 56 ethnic groups are sticking together like the seeds of a pomegranate.

作为负责任大国，中国积极参与全球人权治理，推动达成一系列重要国际人权公约、宣言。构建人类命运共同体理念反映了各国人民普遍愿望，为国际人权保护注入了强劲的中国动力。

As a responsible major country, China plays an active part in global human rights governance. We have contributed efforts to the conclusion of a series of important international conventions and declarations on human rights. The vision of building a community with a shared future for mankind represents a shared aspiration of people of all countries. It also injects strong impetus into human rights protection worldwide.

人权保障没有最好，只有更好。当前，中国正在将现代化建设成果更多、更公平地惠及全体人民，不断提升人权保障的水平。我们将始终把自身命运同世界各国人民命运联系在一起，积极弘扬全人类共同价值，与各方一道，携手推动构建人类命运共同体，为世界人权事业健康发展做出新的贡献。

Human rights protection is an ongoing process. There is always room for improvement. China is now working to deliver the fruits of modernization to its population in a more substantive and equitable way, and raising the level of human rights protection. As our future is closely tied to that of people around the world, we will actively champion the common values of humanity, and work with all sides to build a community with a shared future for mankind, and make new contributions to the healthy development of the global human rights cause.

Good evening! It’s a great pleasure to be joined by friends both old and new to ring in the new year and renew our friendship. On behalf of the Ministry of Foreign Affairs of China, I would like to extend a warm welcome to all the ambassadors, representatives and members of the diplomatic corps present, and sincere appreciation to friends from across the sectors who have long supported China’s diplomacy.

2023年，世界经受了动荡变革的洗礼，也孕育着发展进步的动力。我们穿越疫情的阻隔，更加珍惜交流的可贵。我们经历危机与战乱，更加坚定和平的追求。一年来，“新冷战”受到各国普遍反对，“脱钩断链”被证明“此路不通”。越来越多国家和人民认识到，人类休戚与共，世界冷暖相依，地球村的未来就握在我们自己手中。

The year 2023 witnessed instability and transformation in the world, but, more importantly, there was impetus for development and progress. Having emerged from the COVID-19 pandemic, the world values exchange even more dearly. Having experienced crises and conflicts, the world pursues peace even more resolutely. Over the past year, the notion of a new cold war has been widely rejected, and the approach of decoupling and cutting off industrial and supply chains has proven a dead end. More countries and peoples have come to realize that we humanity are in it together come rain or shine, and the future of the global village lies in our own hands.

2023年，中国人民同世界人民相互照亮，并肩前行。我们实现疫情防控平稳转段，推动经济回升向好，高质量发展扎实推进，新质生产力加速形成，中国式现代化道路越走越宽广。中国不仅发展自己，也积极拥抱世界，我们打开大门分享发展机遇，张开双臂迎接全球朋友，不断为世界注入宝贵的稳定性和正能量。

The year 2023 witnessed the Chinese people and people from around the world supporting each other on the journey forward. China achieved a steady transition in its COVID-19 response and saw a rebound of its economy. High-quality development was pursued with solid steps, and qualitatively new productive forces were forming at a faster pace. The Chinese path to modernization was becoming ever broader. While pursuing its own development, China also embraced the world. We opened our door wider to share our development opportunities and to welcome friends from around the globe with open arms, thus injecting much-needed stability and positive energy to the world.

一年来，中国外交迎难而上，担当作为，把构建人类命运共同体的伟大事业推向新的高度，为维护世界和平、促进共同发展作出新的贡献。

Over the past year, China’s diplomatic service has risen to challenges and forged ahead with a great sense of responsibility. We have brought the great cause of building a community with a shared future for mankind to a new height, and made new contributions to safeguarding world peace and advancing common development.

我们坚持对话合作，做大国良性互动的中流砥柱。中美元首会晤开辟“旧金山愿景”，两国关系止跌企稳，符合世界普遍期待。中俄关系历久弥坚，打造新型大国关系典范，有利全球战略稳定。中欧深化对话合作，促进绿色发展，共同维护多边主义。国际形势越是变乱交织，大国越有责任相向而行，越应展现应有的格局担当。

China has stayed committed to dialogue and cooperation and served as a staunch pillar in healthy interactions between major countries. The summit meeting between Chinese and American Presidents shaped the San Francisco vision and stabilized the bilateral relationship, which met the shared expectation of the world. The time-tested China-Russia relationship is a paradigm for a new type of major-country relations and serves global strategic stability. China and Europe deepened dialogue and cooperation, advanced green development, and jointly safeguarded multilateralism. As the world experiences growing transformation and instability, it is all the more important that major countries work in the same direction and demonstrate greater vision and sense of responsibility commensurate with their stature.

我们践行亲诚惠容，做共建亚洲家园的可靠伙伴。中国一中亚举行首次峰会、推动关系提质升级，中国东盟合作蹄疾步稳，澜湄合作日新月异，上海合作组织不断发展壮大。中日重新确认全面推进战略互惠关系，中澳关系回归健康稳定发展轨道。一个团结包容、友好共生的亚洲，将持续担当世界的和平稳定锚、增长动力源、合作新高地。

China has acted on the principle of amity, sincerity, mutual benefit and inclusiveness and proven a reliable partner in jointly building the Asian home. The inaugural China-Central Asia Summit elevated the relations between China and the Central Asian countries. China-ASEAN cooperation made solid progress. Lancang-Mekong Cooperation developed rapidly. The Shanghai Cooperation Organization continued to grow. China and Japan reaffirmed their commitment to comprehensively promoting a strategic relationship of mutual benefit. The China-Australia relationship returned to the track of sound and steady growth. A united, inclusive, amicable and harmonious Asia will continue to serve as an anchor for world peace, a powerhouse for global growth and a new pacesetter for international cooperation.

我们坚持携手共进，做“全球南方”的坚定成员。推动金砖机制实现历史性扩员，支持非盟加入二十国集团，有力提升发展中国家的代表性和发言权。积极落实全球发展倡议，提出助力非洲发展三大举措，深化中阿、中拉、中国一太平洋岛国互利合作，支持发展中国家加快实现现代化。大家好才是真的好，无论全球治理还是发展繁荣，“全球南方”都不能缺席。

China has pursued progress for all and stayed a steadfast member of the Global South. China worked for the historic expansion of the BRICS mechanism and supported the African Union in joining the G20, giving a strong boost to the representation and voice of developing countries. China actively implemented the Global Development Initiative (GDI), put forward three proposals facilitating Africa’s development, and deepened China’s mutually beneficial cooperation with Arab, Latin American and Caribbean, and Pacific Island countries, to support faster modernization in developing countries. Cooperation is truly beneficial when it delivers for everyone. Whether in global governance or in the process of development and prosperity, the Global South must not be left out.

我们坚持劝和促谈，做维护世界和平的关键力量。中方积极促成沙特伊朗复交，高兴看到中东掀起“和解潮”，中东命运重回地区各国人民手中。中方发布全球安全倡议概念文件，为乌克兰危机止战和谈积极奔走，为巴以冲突停火降温、全面公正持久解决巴勒斯坦问题不懈努力，就阿富汗、缅甸等热点问题积极发挥建设性作用。和平的希望值得我们倍加珍惜，和平的薪火需要我们共同呵护。

China has stayed committed to promoting peace talks and served as a critical force for world peace. China made active efforts for the restoration of diplomatic ties between Saudi Arabia and Iran. It is heartening to see that a “wave of reconciliation” was set off in the Middle East and that the future of the region is back in the hands of its people. China released the Global Security Initiative Concept Paper, worked hard for the cessation of hostilities and for peace talks in the Ukraine crisis, made unremitting efforts for the de-escalation of the Palestinian-Israeli conflict and a comprehensive, just and lasting solution to the question of Palestine, and played a constructive role in addressing hotspot issues such as Afghanistan and Myanmar. The prospect of peace needs to be dearly cherished, and the seeds of peace must be protected with great care.

我们坚持开放发展，做促进全球复苏的强大引擎。第三届“一带一路”国际合作高峰论坛成功举行，150多个国家、40多个国际组织共同开启“一带一路”新的金色十年。进博会、服贸会、消博会、链博会接连举办，“下一个中国还是中国”成为全球工商界的坚定共识。去年中国经济增长5.2%，对世界经济增长贡献率连续十多年超过30%。最近，中方又推出一系列有利于扩大高水平开放、推动高质量发展的重大举措，持续简化来华签证手续、对多国实行单方面免签，必将为各国投资者和合作伙伴带来更大利好。事实证明，唯有开放才能带来进步，唯有合作才能做大蛋糕。

China has stayed committed to open development and served as a powerful engine of global recovery. The Third Belt and Road Forum for International Cooperation was a success, at which over 150 countries and more than 40 international organizations jointly ushered in another golden decade of Belt and Road cooperation. The China International Import Expo, the China International Fair for Trade in Services, the China International Consumer Products Expo, and the China International Supply Chain Expo were held in succession. It has become an established consensus of the global business community that “the next China is still China.” Our economy grew by 5.2 percent last year, and has been contributing over 30 percent of global growth for more than 10 years running. Recently, China rolled out a series of major steps to expand high-standard opening up and promote high-quality development, including streamlining visa procedures and granting unilateral visa exemption to citizens of a number of countries, which are set to bring more benefits to investors and partners from across the world. It has been proven that openness brings progress and cooperation creates a bigger pie.

一年来，各位使节、代表为了促进中外友好合作，不辞辛苦，牵线搭桥，走遍神州大地，深入企业民间，还有的走进直播室，成为网友们喜爱的文化传播者、特产代言人。相信大家也感受到中国人民的真诚友好和奋斗热情，体验到了新时代中国的蓬勃生机、万千气象。

Over the past year, you have worked tirelessly to facilitate closer friendship and cooperation between China and your respective countries and organizations. You visited many places in China. You engaged deeply with businesses and members of the public. Some of you used livestreaming platforms to promote the culture and specialties of your countries, winning the hearts of Chinese fans. I am sure that in this process, you must have felt the sincerity, friendship, enthusiasm and entrepreneurship of the Chinese people, and have had a first-hand experience of yourselves China’s vigor and vitality in the new era.

2024年是中华人民共和国成立75周年，也是全面推进中国式现代化的关键一年。前不久，中央外事工作会议在北京举行，明确将构建人类命运共同体确定为新时代中国特色大国外交追求的崇高目标。中国愿同各国一道，以人类前途为怀、以人民福祉为念，共同建设世界更加美好的未来。

The year 2024 marks the 75th anniversary of the founding of the People’s Republic of China. It is also a crucial year in advancing Chinese modernization on all fronts. At the recent Central Conference on Work Relating to Foreign Affairs held in Beijing, it was made clear that building a community with a shared future for mankind is the noble goal pursued by China in conducting major-country diplomacy with Chinese characteristics for the new era. China stands ready to work with all countries for the future of humanity, for the well-being of the people, and for a brighter prospect of the world.

中国愿同各国共筑和平安全的根基。今年是和平共处五项原则提出70周年，我们将同各方重温这一重要国际关系基本准则，恪守联合国宪章的宗旨，坚定不移走和平发展道路，维护国际公平正义，反对一切霸权主义和强权政治，坚决捍卫国家主权和领土完整。我们将继续推动落实全球安全倡议，为热点问题政治解决作出更多贡献。

China is ready to work with all countries to cement the foundation of peace and security. This year marks the 70th anniversary of the Five Principles of Peaceful Coexistence. We will, together with all the relevant parties, reaffirm this important basic norm of international relations, and we will strictly abide by the purposes of the U.N. Charter, stay committed to the path of peaceful development, uphold international fairness and justice, oppose all acts of hegemonism and power politics, and resolutely defend national sovereignty and territorial integrity. China will keep making efforts to deliver on the Global Security Initiative and contribute more to the political settlement of hotspot issues.

中国愿同各国共聚友好合作的力量。我们将以中俄建交75周年为契机，进一步夯实两国新时代全面战略协作伙伴关系。坚持中欧全面战略伙伴关系定位，推动中欧关系行稳致远。深化同周边国家友好互信和利益融合，同广大发展中国家携手发展振兴。积极落实全球文明倡议，促进各国人民相知相亲。我们也将排除干扰，保持定力，落实好中美元首会晤共识，争取中美关系健康、稳定、可持续发展，探索两国的正确相处之道。

China is ready to work with all countries to pool strength for friendship and cooperation. We will take the 75th anniversary of China-Russia diplomatic relations as an opportunity to further strengthen the comprehensive strategic partnership of coordination for a new era. We will uphold our comprehensive strategic partnership with the European Union, and work for the solid and sustained progress of China-EU relations. We will deepen friendship, mutual trust and converging interests with our neighbors, and join hands with fellow developing countries to pursue greater development and revitalization. We will actively implement the Global Civilization Initiative to promote mutual understanding and affinity between people of different countries. We will steer clear of distractions and focus on implementing the common understandings reached between Chinese and American Presidents at their summit, to strive for a healthy, stable and sustainable China-U.S. relationship and explore the right way for the two countries to get along.

中国愿同各国共走多边主义的大道。倡导平等有序的世界多极化，推进国际关系民主化进程。秉持共商共建共享，建设公正合理的全球治理体系，支持联合国未来峰会达成顺应时代潮流的“未来契约”。建设好扩员后的“大金砖合作”，支持巴西、秘鲁举办二十国峰会、亚太经合组织等多边会议，唱响“全球南方”声音，打造更多公共产品。

China is ready to work with all countries to follow the right path of multilateralism. We advocate an equal and orderly multipolar world and work for greater democracy in international relations. Following the principle of planning together, building together and benefiting together, China stands for a more just and equitable global governance system and supports the Summit of the Future in concluding a Pact for the Future that reflects the trend of the times. China will work for the continued success of greater BRICS cooperation following its enlargement and support Brazil and Peru in hosting multilateral meetings, i.e. the G20 Summit and APEC meetings, so as to amplify the voice of the Global South and provide more public goods.

中国愿同各国共建发展繁荣的未来。全面落实高质量共建“一带一路”八项行动，让这条“发展带”“幸福路”惠及更多国家。推动落实全球发展倡议，培育全球发展新动能。推进普惠包容的经济全球化，反对保护主义，抵制逆全球化、泛安全化，确保全球产业链供应链稳定畅通，为中外人员交往提供更多便利，增强世界经济健康发展的活力与动力。

China is ready to work with all countries to build a future of development and prosperity. China will fully implement the eight major steps to promote high-quality Belt and Road cooperation, and let the “belt of development” and “road of happiness” bring benefits to more countries. China will work to deliver on the GDI and foster new drivers of global growth. China will work for a universally beneficial and inclusive economic globalization, oppose protectionism, and reject the attempt to roll back globalization and abuse the concept of security, to keep the global industrial and supply chains stable and unclogged, better facilitate personnel exchanges between China and the world, and provide more vitality and impetus for the healthy development of the global economy.

各位朋友，

Dear Friends,

再过几天，我们将迎来农历龙年，在中华传统文化中，龙象征着吉祥、智慧与力量。新的一年里，让我们携起手来，以生龙活虎的精神，龙腾虎跃的气势，为中外友谊与合作、为世界和平与繁荣作出更大贡献！谢谢！

In a few days’ time, the Year of the Dragon will begin. In traditional Chinese culture, the dragon is a symbol of auspiciousness, wisdom and strength.
